A license for being a parent
Human beings giving birth of new human beings to extend their life line. But now we don't need that much human beings anymore. The population is exploding, so now we need quality than quantity.
No more policy and social welfare to encourage people to have babies. Instead, government will recruit people who wants to have babies to pass some tests. If you'd like to give birth of children you need to pass the tests to have a license.
Yes, you need a license to be a parent/parents.
The purpose of the tests is to make sure you are physically and mentally prepared to conceive and raise a life. You need to be a healthy person, and built with good values of how to be a human being and interact with the society.
And the number of children they can have? I don't think it's necessary to limit it, but to give proper training to prepare the parents when they have their kids. To teach them how to deal with numerous children without stressing out too much, and to balance the life in between.
Since most of the troubled people in this world are troubles, is because how they've been raised. Parents are the key to create a nice human being.
The purpose of the tests and licensing is to make sure the parents know how to communicate with their child, even in a stressful situation. And knowing how to love them without spoiling them. When parents are calm and able to communicate, the children will grow up in the same way.
As for the people who are qualified to have children but not be able to, the government will have ways to help them adopt or create from a lab. However, I haven't thought of a most ethical way to do so.
